The Department of Veterans Affairs, through the Veterans Health Administration Program Contracting Activity Central, seeks qualified construction firms for the replacement of windows in Building 1 at the William S. Middleton Memorial VA Hospital in Madison, Wisconsin. Building 1, a historic structure dating to 1949 and encompassing approximately 618,000 square feet, houses primary hospital operations such as surgical and ambulatory centers, pharmacies, clinics, administrative offices, emergency and inpatient care, laboratories, research, long-term care, mental health services, and support spaces.
The project requires professional services in structural and architectural disciplines, general demolition and construction, as well as both interior and exterior modifications with comprehensive removal of existing structures where necessary. The competitive contract will follow a design–bid–build approach, and final specifications and drawings will be provided. Firms must supply all labor, materials, and equipment to complete the project as outlined in the contract documents. The anticipated scale of construction is between $10 million and $20 million, with the applicable NAICS code 236220. Prospective bidders are asked to submit a capability statement detailing relevant experience, bonding capacity, business size and type, past performance with comparable hospital construction projects, and self-performed work history.
Best-fit vendors:
• Licensed general contractors with experience in large-scale medical facility renovations
• Demonstrated expertise with historic building projects and compliance with hospital standards
• Firms with the capacity for self-performance and sufficient bonding in line with project magnitude
• Past success on hospital or similar institutional construction projects of comparable size and complexity
• Experience working with federal government contracts, including VA requirements
