The services require a detailed methodology outlining how property owners will be kept informed about the current status of their escrow cases, ensuring clarity and transparency throughout the process.

The work plan should describe the strategies and resources to be employed, including staffing, printed materials, mailings, and related communication tools. Contractors are expected to prioritize urgent situations, such as imminent utility service discontinuation, and ensure immediate response to such cases. The contract will run for a period of three years, and a pre-bid meeting is scheduled for March 26, 2026.
