This RFP seeks a vendor to provide remote sensing water quality software and associated services. The scope includes accessing, compiling, cleaning, and delivering remote sensing datasets relevant to surface water conditions, soil moisture, vegetation, and water quality indicators. Vendors must be capable of integrating and analyzing additional datasets—such as aerial imagery, drone footage, and other environmental sources—with the ability to support analysis at varying geographic scales, from individual parcels up to the jurisdiction level, and to export cleaned datasets in formats compatible with ArcGIS and other GIS platforms.
Additional requirements include tools for environmental analysis and decision-making, such as indices (e.g., Normalized Difference Turbidity Index, Normalized Difference Vegetation Index, Normalized Difference Water Index), statistical analysis, dashboards or reports, change detection, automated notifications, and exportable data summary reporting. The vendor should provide onboarding, training materials, webinars or live sessions, along with technical support and implementation assistance during the pilot phase. System specifications, including web-based or desktop access, technical and hardware requirements, user capacity or licensing structure, and data storage or upload capabilities, must also be addressed.
