SYNOPSIS OF PROPOSED CONTRACT ACTION – Notice of Intent to Award a Sole Source Indefinite Delivery/Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) of the Remedial Action Cost Engineering and Requirements (RACER) and Parametric Cost Engineering System (PACES) software applications. The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) is issuing this synopsis to publicize its intentions to execute one sole–source, firm–fixed priced SATOC to AECOM Technical Service, Inc with a five–year ordering period plus a 6–month option to extend services in accordance with FAR 52.217–8. These services are in support of the RACER and PACER software applications in accordance with (IAW) FAR 5.203(a)(1) – “Publicizing and response time,“ which states, “A notice must be published at least 15 days before issuance of a solicitation, or a proposed contract action that the Government intends to solicit and negotiate with only one source under the authority of 6.302, except that, for acquisitions of commercial items, the contracting officer may establish a shorter period for issuance of the solicitation.“ CEHNC requires the personnel, technical, and functional services and supplies to support, sustain, and enhance the RACER and PACES software applications which are responsible for developing cost engineering estimating models for building construction, environment remedial action cleanup, and site work construction. The services which will be provided at the task order level include support services; defect management; software enhancement; software testing; documentation; training; performing a Statement on Standards for Attestation Engagements No. 18 (SSAE 18)/System and Organization Controls 1 (SOC 1) audit in accordance with standards established by the American Institute of Certified Public Accountants (AICPA); and providing verification, validation, and accreditation (VV&A) support.
