A regional partnership in Colorado is seeking a qualified vendor to design, develop, and maintain a stand-alone, web-based portal dedicated to water efficiency incentives. This portal will enable eligible customers from the three initial partner organizations to apply for and receive reimbursements for approved water efficiency products.

The portal will serve as an information hub, allowing agency staff and partners to post key details such as incentive rules, lists of eligible products, public events, and partnership descriptions. The platform must showcase modern web design standards, including responsive and mobile-friendly layouts, robust security measures to protect personal data, and compatibility with common browsers such as Edge, Chrome, Firefox, and Safari. The interface will include both an applicant-facing portal for users and a back-end dashboard for administrative purposes.
