Vendor needs to provide regional data portal design and implementation consultant services. – Design and implement a new, user–centered regional data portal. – Audit existing datasets and reports to identify what should migrate, be restructured, or be sunsetted. – Assess internal capacity and staffing for data maintenance and governance. – Design Priorities: • Mobile–first, ADA–compliant layout • Clear navigation by topic • Community landing pages • Embedded maps, story maps, and dashboards • Downloadable data – Development & Migration • Set up portal architecture, data schema, tagging system, and search functionality. • Migrate and clean legacy datasets. • Build custom dashboards. • Develop simple content management system so staff can add and edit data without IT help. – Testing, Launch, Outreach & Ongoing Stewardship • Launch a beta test with select municipal and community partners. • Host virtual training and showcase events for town staff, CBOs, educators, and the media. • Create short video tutorials and user how–tos. • Build feedback mechanisms into the portal • Plan quarterly update cycles and assign data stewardship roles internally.
