The State of Colorado is seeking a vendor to provide a Software-as-a-Service (SaaS) railroad operations software suite that supports comprehensive Federal Railroad Administration (FRA) compliance, training management, and real-time operational dashboards.
The software must fully support FRA 49 CFR Part 228 requirements, including role-specific constraints such as train crew 12-on/10-off rules, monthly 276-hour limitations, 6 and 2 rule, limbo time, and dispatcher recordkeeping. It should generate required excess hours reports and facilitate the management of training, qualifications, certifications, and efficiency testing in line with FRA Parts 240, 242, and 243. The solution must also provide inspection or work order management, detailed historical logs, and enable access to electronic records for FRA audits, with the ability to export all records as needed.
Vendors must ensure the software is accessible via modern web browsers and mobile devices, enables field data entry as well as office review, and can scale to support organizational growth without compromising data integrity or feature sets. The platform must host all data within the United States and feature admin-configurable forms, assets, user groups, and permissions, alongside immutable event logs tracking data changes and access. Real-time dashboards displaying time worked, remaining hours, and compliance status are required, as well as robust role-based access control and notification workflows for assigned tasks or orders.
The initial contract period will be three years, with a non-mandatory pre-bid meeting scheduled. Questions regarding the opportunity must be submitted by the specified deadline.
