(1) Vendor needs to provide railroad operations software suite.– Support FRA 49 CFR Part 228, including role–specific constraints (train crew 12–on/10–off, monthly 276 hrs, 6 and 2 rule, limbo time, dispatcher recordkeeping), and generate required excess hours reports.– Manage training, qualifications, certifications, and efficiency testing; support FRA Parts 240, 242, and 243, incl.– Provide inspections or work orders and records aligned.– Provide dashboards or reports, historical logs, and FRA audit access to electronic records; export all records for audit.– Full functionality via modern web browsers and mobile devices for field data entry and office review.– Support growth in users or assets without data partitioning or feature loss.– Host data within the United States.– Admin–configurable forms, assets, and user groups or permissions.– Immutable event logs for data changes and access.– Real–time dashboards for time worked or remaining and compliance status.– SaaS delivery; modern browsers (Edge/Chrome/Safari) and mobile web support.– Role–Based Access Control with group permissions and notifications for assigned work or orders.(2) All the questions must be submitted no later than December 9, 2025.(3) The contract period will be for three years.
