The State of California is seeking a vendor to provide comprehensive data analytical support for the implementation of the Racial Justice Act. The selected vendor will deliver services that include statistical analysis of criminal charging and outcomes to better understand and address trends in the criminal justice system. This effort will involve the construction of an analytically usable database, identification and integration of additional data sources to fill in missing data elements, and reconstruction of the existing case management system (CMS) at the case–defendant level.

The scope of work also covers the development of dashboards and visualizations that offer strategic insights into case processing and the equitable administration of justice. Vendors will be responsible for generating customized reports, supporting public records requests, and producing dashboards featuring anonymized data for use by the public. The contract is anticipated to cover a one-year period, with all vendor inquiries to be submitted by January 27, 2026.
