A Maryland agency is seeking a cloud-based purchasing card reconciliation system to support the administration of its Corporate Purchasing Card program. The new system should address increasing transactional volumes, enhance organizational agility, and strengthen fiscal controls, while reducing administrative burdens and delivering real-time visibility into expenditures.

Key functionalities must include organization and management of purchasing card holders, detailed cardholder profiles with spending data and transaction logs, budget allocation capacity for multiple funds, and account monitoring for prohibited item purchases. Additional requirements encompass mandatory forms management, spending analysis, automatic receipt capture, seamless transaction log data transfer, report generation, a communications portal, embedded digital signature capability, and automated notification features such as email and text alerts. Support for reimbursement management is also necessary.

The system must integrate with the agency's Ellucian Banner financial platform, provide single sign-on, and be configurable without significant programming effort. It should adhere to robust information security standards consistent with leading cloud service providers. The initial contract term is for one year.
