The State of Texas is seeking a vendor to deliver a secure, multi-platform public safety communication and data sharing software solution. The project scope includes planning, implementation, and ongoing support services for an advanced application designed to facilitate cross-agency communication for public safety environments. The system must provide robust security, administrative autonomy, and ensure compliance with data retention and integration standards.

The software application should enhance operational communication via an internal messaging platform for law enforcement agencies and be operable on phones, computers, and tablets. It must align with Incident Command System (ICS) standards and regulations governing sensitive data exchange. Functionality should include native or Progressive Web Application (PWA) support for iOS, Android, Windows, macOS, and web browsers; API integration with systems such as computer-aided dispatch (CAD) and remote management; and flexible deployment options including SaaS, on-demand, or hosted models. Key features required are end-to-end encrypted conversations, real-time dashboards for system performance and user engagement, interoperable directories for cross-agency communication, and Outlook contact synchronization.

This contract is set for a one-year period. There will be a pre-proposal conference on November 4, 2025, and all questions must be submitted by November 6, 2025.
