A qualified consultant is sought to provide public relations and strategic communications services that promote juniper removal initiatives in Oregon. The consultant will develop and implement a comprehensive communications plan aimed at educating the community, property owners, and stakeholders about the ecological impacts of invasive junipers and the positive outcomes associated with their removal.

Key responsibilities include preparing a report that assesses communication needs, designing strategies to engage target audiences, and crafting clear messaging for the juniper removal program. The consultant will be expected to develop and outline media campaigns across various channels—such as print, web, and video—complete with cost estimates. Additional tasks involve creating promotional materials to support small-scale juniper removal on private properties in specific watersheds and collaborating with agency partners to produce illustrative web-based and printed content that highlights project activities and impacts, including narratives that connect with local heritage and culture.

The scope of work also encompasses preparing a comprehensive project report, accompanied by an informational graphic, suitable for presentation to the legislature in Fall 2026. Questions regarding the project are to be submitted by February 16, 2026.
