(1) Vendor needs to provide public outreach consultant services.– Highlight project benefits and create public awareness, understanding of and confidence in rail improvements.– Proven experience communicating technical information to the general public in a manner that is clear and concise.– The consultant may be requested to survey the public on general project awareness and level of satisfaction with outreach efforts, as needed.– Principles and practices of effective communications and community outreach, including the ability to leverage multimedia platforms and technology (i.e., social media, geofencing, email, text alerts, etc.) to engage a wide range of multilingual stakeholders.– Include content development for social media, collateral and presentations, event setup and staffing, canvassing, database maintenance and documenting outreach metrics among other tasks.– Decipher technical information and communicate it to the public through written and visual materials in a manner that is understandable and relevant.– Print communications (e.g., flyers, postcards, door hangers, etc.)– Digital communications (e.g., emails, social media, project webpage, geofence ads etc.)– Multilingual printed and digital collateral.– Maintain and expand the stakeholder database.– Conduct multilingual outreach.(2) All the questions must be submitted no later than February 5, 2026.(3) The contract period will be for four years. (4) A non–mandatory pre–proposal conference will be held on February 3, 2026.
