The selected consultant will be responsible for highlighting project benefits, enhancing public awareness, and building confidence in ongoing and future rail upgrades. Key responsibilities include deciphering and conveying technical project information to diverse audiences in clear, accessible language.

The scope of services encompasses the development of engaging content for both print and digital media, including social media posts, flyers, postcards, door hangers, emails, and geofence advertisements. The consultant will be expected to execute event setup and staffing, conduct canvassing campaigns, and maintain regular communication using multimedia and multilingual approaches to reach a wide range of stakeholders. Additional tasks include maintaining and expanding the stakeholder database, documenting outreach metrics, and conducting surveys to assess project awareness and community satisfaction.

Experience in effective communication strategies, technology-driven outreach practices, and multilingual engagement is required. The contract will span four years, with a non-mandatory pre-proposal conference scheduled and designated deadlines for question submissions.
