(1) Vendor needs to provide public outreach and marketing services.– Public outreach and marketing plan schedule shall include all activities (by work task, whether performed by the Consultant or by others), start dates, activity durations, product submittal dates, and relationships among work tasks.– Educational campaigns must be data–driven, with performance metrics tracked and optimized throughout the construction and post–construction phases.– Campaign goals are to clearly communicate the operational factors of the 241/91 Express Connector to ensure a smooth transition for all drivers using the new connector route.– Developing a public notice and promotional plan to generate Project awareness.– Prior to start of outreach efforts and marketing campaign, the Consultant will be provided a Project brand kit, including established logo package, style guide, approved messaging, operational terms, templates and existing collateral– Support in managing Project microsite, including messaging updates, SEO and GEO application. An understanding of Umbraco and/or website management systems are required.– Supporting communications efforts with drafting copy for webpages, social media, email communications and correspondence as requested by the Agency.– Creating graphics, images, illustrations, drawings, and sketches to highlight final design plans, such as aesthetics, landscaping, walls, signs, and other elements, on an ongoing basis.– Monitoring, responding and cataloging comments via phone calls (Project Info/Hotline), emails,letters, social media, public meetings, and other means of communication(2) A virtual pre–proposal meeting will be held on January 22, 2026.(3) All questions must be submitted no later than February 2, 2026.(4) The contract period will be for four years.
