The agency seeks a consultant to design and implement a comprehensive public outreach and engagement program in support of technical planning activities. The selected firm will be responsible for preparing a Public Engagement Plan that defines outreach objectives, target audiences, methods for engagement, accessibility considerations, and protocols for effective coordination among agency staff and the broader consultant team.

Key responsibilities include the planning and facilitation of both in-person and virtual (or hybrid) community workshops, ensuring alignment with the timing of technical studies, economic analyses, policy development, and adaptation concepts. The consultant will also be tasked with developing and conducting an online digital survey—available for at least six weeks—to collect broad-based community input.

Additionally, the consultant must prepare a Community Engagement Summary documenting all outreach activities, participation metrics, stakeholder groups reached, principal themes, economic tradeoffs discussed, and emerging community priorities. Activities will be closely coordinated with agency milestones to maximize engagement effectiveness.
