(1) Vendor needs to provide public health shared services strategic plan services. – Updated mission, vision, guiding principles. – The vendor should integrate previous staffing capacity assessments and recommendations, stakeholder research, and coalition feedback to develop key recommendations and a sustainability action plan to improve the coalition’s ability to withstand changes in the funding environment, and evolve/expand its programming. – The vendor will develop a value narrative that communicates SSA impact and essential contributions. – The vendor will create a messaging framework, talking points, and tailored messages for municipal and community audiences. (2) All questions must be submitted no later than February 17, 2026. (3) A contract period will be for one year.
