The Commonwealth of Massachusetts is seeking a vendor to develop a comprehensive strategic plan and communications framework for public health shared services. The selected vendor will be expected to update the coalition's mission, vision, and guiding principles, and incorporate findings from previous staffing capacity assessments, stakeholder research, and coalition feedback. The goal is to develop key recommendations and a sustainability action plan that strengthens the coalition’s capacity to adapt to funding changes and supports the evolution and expansion of its programming.

Additionally, the vendor will be tasked with creating a compelling value narrative that highlights the impact and essential contributions of shared services arrangements (SSA). To support effective outreach, the vendor will also develop a messaging framework, including talking points and tailored communications for municipal and community audiences. The contract is anticipated to last for one year.
