The organization seeks a vendor to deliver a modern, public-facing website solution that emphasizes a user-centered design and a new information architecture. The website must prioritize easy navigation based on user journeys, reflect organizational goals, incorporate accessibility requirements, support bilingual (English and French) service delivery, and facilitate completion of major client tasks.
A cloud-based content management system (CMS) is required to enable staff to efficiently manage, publish, and oversee digital content while supporting ongoing site evolution. The selected solution must feature a secure, scalable, and high-performing hosting environment—either operated by the vendor or an approved third-party such as Microsoft, AWS, or Google. Its platform architecture should be extensible, readily integrating with tools for contact centers, analytics, forms, digital asset management, accessibility, and other client-facing services to ensure future-readiness as the organization modernizes.
The platform must include or integrate a digital asset management system, allowing for robust storage, tagging, search, and reuse of multimedia files. Additional required features include dynamic and secure web forms, responsive and metadata-driven search functionalities for both public users and content authors, and comprehensive audit trails to transparently track user activity and ensure accountability. The contract term is for one year. A pre-bid conference is scheduled for April 7, 2026, with questions due by April 10, 2026.
Best-fit vendors:
• Experience designing and implementing public-sector websites with bilingual support
• Expertise in cloud-based CMS and scalable hosting solutions
• Proven track record with digital asset management integrations
• Familiarity with Canadian accessibility and privacy standards
• Capacity to deliver comprehensive web development and ongoing support
