The agency seeks a vendor to redesign and develop its public-facing website to provide improved navigation, accessibility, and engagement for the public, regulated businesses, and other stakeholders. The new website must enhance access to information, improve usability for diverse audiences, and ensure full compliance with accessibility standards, including remediating PDFs. A modern, user-friendly design is essential, along with intuitive navigation and support for interactive tools and data access.
The solution should be built on a widely supported Content Management System (CMS) which allows agency staff to easily update and maintain website content. There is also an option for an internal employee portal/intranet to support staff access to internal information and resources. The vendor will guide the entire website redesign process, including planning, design, development, content migration, testing, and deployment. Technical requirements include responsive design, HTTPS encryption with SSL certificates, compatibility with modern web browsers, routine security updates, efficient page load speeds, and integration of website analytics tools.
The contract period is for one year, and vendors are expected to provide pricing for hosting and maintaining the website on a vendor-hosted platform. All questions related to the project must be submitted by April 27, 2026.
Best-fit vendors:
• Experienced in website redesign and development for public agencies or regulatory organizations
• Skilled with accessible, responsive design and CMS implementation
• Ability to provide website hosting and ongoing maintenance
• Proven expertise in web security, analytics, and PDF accessibility remediation
• Located in or able to deliver services to California
