The government authority in Whitecourt, Alberta is seeking a consultant to develop a comprehensive public art policy for the municipality. The consultant will be responsible for conducting background research, including a jurisdictional scan of comparable municipalities, and reviewing existing agency policies, bylaws, and strategic documents.

The scope includes facilitating stakeholder engagement, preparing and revising a draft local public art policy based on feedback, and providing recommendations for implementation, with the option to supply toolkits and templates. The consultant will also present the final policy to the agency. Key policy components should include established guiding principles for public art, clearly defined roles and responsibilities, a transparent acquisition and selection process, funding models and developer incentives, criteria for site selection, maintenance and lifecycle planning, deaccessioning procedures, and alignment with municipal bylaws and strategic plans.
