The selected property management group must demonstrate experience operating market-rate, build-to-rent (BTR) housing communities, particularly in partnership with public entities or institutional partners. Prior management of workforce or student housing communities is preferred.

Required capabilities include implementing workforce housing programs, maintaining an operational presence within the metropolitan statistical area or demonstrating regional staffing and vendor relationships, and executing strategic leasing and marketing plans. Vendors should have expertise in eligibility verification, phased construction delivery, lease-up, stabilization planning, and professional oversight of amenities and resident programming.
