The government authority in Wisconsin is seeking a vendor to provide comprehensive project evaluator services. The selected firm will be responsible for developing a community-based participatory evaluation plan specifically designed to assess the effectiveness of FOCUS marketing and communication campaigns.
Key responsibilities include establishing evaluation questions, indicators, and data sources that prioritize the lived and living experiences of black and brown communities. The evaluator will be tasked with collecting and analyzing post-marketing campaign data, utilizing both qualitative and quantitative methods. This will involve integrating feedback from the community, insights from lived experiences, and real-time campaign metrics to accurately measure outcomes.
The scope further requires assessing how marketing campaigns impact access to information, harm reduction awareness, and the adoption of healthy coping strategies. Actionable insights are to be provided to support mid-course adjustments to campaigns and to inform future prevention strategies. Qualitative tools to be employed include community-informed surveys, analysis of social media comments and sentiment, and message/content analyses.
Best-fit vendors:
• Demonstrated experience with community-based evaluation of marketing and communication campaigns
• Expertise in participatory evaluation methods and mixed-methods research
• Strong background working with black and brown communities
• Ability to conduct qualitative and quantitative data collection and analysis
• Previous work with government or public health campaigns
