(1) Vendor needs to provide project development and strategic planning services.– Comprehensive Project Development Agreement and Strategic Plan based on findings.– Responsible for translating audit recommendations into actionable, financially viable energy conservation measures and developing a roadmap for implementation.– Develop a comprehensive Strategic Plan for energy improvements that establishes a multi–year roadmap for implementing energy conservation measures across the agency's facilities. The plan shall include prioritization criteria and methodology for phasing projects, alignment with the district’s capital improvement plans and operational budgets, and strategies for maximizing available funding sources, including utility incentives, state and federal grants, and performance contracting mechanisms. The Strategic Plan must incorporate lifecycle cost analysis and return on investment projections, risk assessment and mitigation strategies for implementation, organizational structure and staffing recommendations for ongoing energy management, and key performance indicators and benchmarking protocols for tracking progress. Provide comprehensive financial modelling that includes baseline energy consumption and cost analysis by facility, projected savings by measure and facility over the proposed contract term, cash flow analysis demonstrating annual savings versus project costs, sensitivity analysis addressing variables such as utility rates and equipment performance, and comparison of financing alternatives with recommendations. Facilitate workshops with agency facilities, finance, and administrative staff to review proposed measures, discuss implementation considerations, and gather input. Validate audit findings through site visits and additional investigation as necessary to confirm current conditions, operational parameters, and the feasibility of proposed measures. (2) All the questions must be submitted no later than February 3, 2026.
