Progressive Design-Build Services

The government authority in Fort Myers, Florida, seeks progressive design-build services for a phased parking garage and Quick-Turn Area (QTA) redevelopment project. The parking garage work includes constructing two levels of parking decks above the existing three-level short-term parking garage and installing circulation ramps connecting the new decks.

The QTA redevelopment includes expanding the QTA site into and modifying the existing long-term parking lot, relocating and reconfiguring access roadways, and relocating existing rental car wash and fueling facilities. The project also includes decommissioning and remediating existing northside rental car service areas, along with preparing a remedial action plan and coordinating permits with rental car agencies.

The selected provider will support planning, design, permitting, construction, start-up, commissioning, activation, turnover, and closeout of all project elements in phases designed to minimize impacts on active facilities. Services will also include pre-construction planning, design and procurement for phased construction, management and administration of design consultants, and responsibility for design quality, completeness, cross-discipline coordination, cost efficiency, and constructability. Questions are due by August 17, 2026, and attendance at the mandatory pre-bid meeting on August 10, 2026, is required.
