The government authority in Diamond, California is seeking a vendor to provide comprehensive traffic and transportation engineering services. This includes reviewing traffic impact studies, evaluating traffic sections of environmental documents, conducting speed surveys, determining speed limits, investigating school safety and citizen complaints, and analyzing intersection service levels and traffic control devices. The vendor will also conduct Vehicle Miles Traveled (VMT) analysis to ensure compliance with state and regional guidelines.
Additional responsibilities involve geometric and traffic signal design, preparing plans, specifications, and estimates, and reviewing and checking development and traffic control plans. Support for construction administration and inspection may be required. The scope extends to transportation planning, preparation of traffic data for compliance with the Congestion Management Program, and providing operational support for the city’s Traffic Management Systems, including troubleshooting network communications and implementing signal timing programs.
The selected vendor will also be expected to coordinate with city staff and consultants, attend city council and commission meetings as necessary, and provide other related services as directed by the city. All questions regarding this RFP must be submitted by March 10, 2026.
