(1) Vendor needs to provide professional standard offer and markets consulting services to the government authority located in Delaware.– Perform activities that include research; drafting and preparing reports or comments to be presented to the external organizations; reviewing reports, presentations and filings.– Providing advice to the thereon drafting and presenting presentations or testimony, including litigation support when needed.– Analysis and evaluation of past standard offer service auction results, capacity auction results, and the impact on power electric customer supply rates.– Development and review of potential suggested improvements or mitigation strategies.– Analysis and evaluation of current and projected market challenges including status of capacity auctions, new generation, large loads, and clean or renewable energy.(2) All questions must be submitted no later than February 19, 2026.(3) The contract period will be for three years.
