A government agency in Puerto Rico is seeking a qualified vendor to provide professional media developer services to support the adoption and implementation of construction codes. The selected vendor will assist with planning, coordination, legal and regulatory review, and administrative compliance related to the construction code process.

Key responsibilities include managing the construction code adoption process, supporting regulatory and contract requirements, assisting with procurement activities, and ensuring contractual compliance. The vendor will also be expected to monitor and report on project progress, develop detailed work plans, track budgets and grant expenditures, and create performance metrics and risk mitigation strategies. Additionally, the scope includes designing and implementing public outreach initiatives, stakeholder engagement activities, and developing outreach and communication materials.

The service provider will deliver periodic progress and compliance reports, risk assessments, and performance evaluation reports. This contract will have a duration of one year, and all questions regarding the solicitation must be submitted by February 27, 2026.
