The selected firm will be responsible for producing high-quality engineering construction plans, specifications, cost estimates, and technical reports. The scope of work includes a full awareness of and compliance with all applicable requirements for design reviews, construction observations, and necessary approvals before, during, and after construction completion.

The vendor must demonstrate substantial experience with timely and on-budget delivery of transportation and related projects, including planning, design, environmental considerations, construction observation, and project management. Specific tasks include preparing a design report that addresses geology, geotechnical engineering, structural elements, hydrology, hydraulics, and sedimentation concerns related to proposed improvements. The scope also requires the development of construction cost estimates, a Quality Assurance Plan, Operations and Maintenance Plan, and Project Inspection Plan that all meet relevant industry standards.
