The City of Ashland, Oregon is soliciting professional engineering services for a new 7 million gallon per day water treatment plant. The selected consultant will provide comprehensive preparation support and project management throughout the plant's development and construction phases.
In the first phase, the consultant will review specifications and drawings intended for the Invitation to Bid (ITB), ensuring clarity, consistency, and constructability. Responsibilities include leading a Constructability Review to recommend modifications, verifying that all referenced reports and studies are integrated into project documents, and advising on the bid pay item structure. The ITB documentation is substantial, consisting of approximately 2000 pages and 400 drawings.
In the second phase, the consultant will act as the City’s representative to manage construction and commissioning. This includes full-time oversight of project changes, scheduling, documentation, cost tracking, funding agency compliance, contract management, and on-site team coordination. Additional duties involve preparing public communications regarding project progress and impacts, as well as regular reporting to city management on schedule and budgetary status.
