The City of Belleville, Illinois is seeking a qualified vendor to provide on-call professional engineering services under a five-year contract. The scope of work encompasses a variety of disciplines related to infrastructure, stormwater, transportation, and related projects.

The selected firm will review building plans and drawings submitted by builders and developers, and develop plans for upgrades or improvements to stormwater systems, such as curb inlets, drains, piping, retention basins, and ponds. Responsibilities also include planning and designing enhancements to streets, alleys, sidewalks, and other thoroughfares and rights-of-way. The engineer may act as project manager for diverse construction projects, perform land surveying and property boundary determinations, and create legal descriptions.

Additional services include assisting with traffic engineering studies, reporting, and transportation planning, as well as supporting land negotiations and acquisitions. The scope may involve planning and design for parks, recreation facilities, parking lots, playgrounds, pavilions, restroom installations, pond dredging, erosion control, and improvements to shared-use paths. Support with grant application preparation and identification of funding opportunities, as well as providing general engineering consultation and project management services, are also included. Lastly, the selected vendor will develop plans and specifications for upgrades or improvements to sanitary sewer systems, including manholes, diversion structures, piping, and lift stations.
