DESCRIPTION

The City of Citrus Heights is requesting proposals from qualified independent certified public accounting firms to audit the City's financial statements for the fiscal years ending June 30, 2027, 2028, and 2029. The scope includes financial statement audits, single audits, internal control and management letters, Gann limit reviews, GFOA recommendation responses, and specific grant audits. The contract term is three years, with an option for the City to extend for up to two additional one-year terms. The City operates as a general law city with approximately 200 full-time equivalent employees and uses Tyler Munis ERP software.

KEY REQUIREMENTS

Firm and key staff must be licensed to practice in California
Must have experience auditing local governments and preparing Annual Comprehensive Financial Reports in a format acceptable to the GFOA
Must provide a statement of independence under GAAS and GAGAS
Must provide a copy of the firm's most recent external quality control (peer) review report
Must provide results of any federal or state desk reviews or field reviews of the firm's audits in the past three years
Must maintain commercial general and automobile liability insurance with at least $2,000,000 per occurrence and $4,000,000 aggregate
Must maintain professional liability insurance for licensed professionals in an amount not less than $1,000,000 per occurrence or claim
