Virginia is seeking a qualified vendor to deliver professional advertising and marketing services in support of volunteer firefighter recruitment across eight volunteer departments. The selected firm will be tasked with designing, launching, and managing a comprehensive recruitment campaign, including both digital and print strategies.

The scope includes providing guidance to each volunteer department to optimize their individual websites for greater engagement and functionality across all browsers. The vendor will create customized marketing content—such as video advertisements, website and social media graphics, and print materials—to promote volunteer opportunities at community events and online. Additionally, the effort will involve developing and hosting a recruitment-focused website, supplying analytics to measure campaign effectiveness, and supporting departments in optimizing their membership application processes to retain prospective recruits.

Responsibilities also include conducting market research to identify cost-effective paid advertising opportunities, assisting with the creation of compelling narratives and keywords to improve search engine visibility, and guiding departments in maximizing their social media presence with visually dynamic digital graphics. The contract is for a one-year period.
