(1) Vendor needs to provide prevailing wage registration and certified payroll solution. • Business Specification – The Solution will collect wage data from various entities (employers, labor organizations, or other sources) to support prevailing wage determinations via a secure website – The Solution will be able to validate entered data, meets correct formatting, etc. – The Solution will allow for the submission of certified payroll data via file upload and/or manual entry. – The Solution will provide a user–friendly User Interface for wage data entry and editing. – The Solution will allow for user configurable algorithms to calculate prevailing wage rates, including outlier removal. – The Solution will retain an audit log of Prevailing Wage rate calculations. – The Solution will allow for multiple tiers of approvals, capturing digital signatures, and maintain version control. – The Solution will allow contractors and subcontractors to self–apply for eligibility on state–funded projects via an online portal. – The Solution will provide contractors and subcontractors with confirmation of registration including a registration ID. – The Solution will generate and send an invoice to contractors and subcontractors upon successful registration. – The Solution will allow both contractors and subcontractors to submit certified payroll on a weekly basis. – The Solution will support certified payroll submission through file uploads in CSV format. (2) All the questions must be submitted no later than December 12, 2025 (3) The contract period will be for five years.
