(1) Vendor needs to provide prepaid card solution.– Integrated solution that includes the platform for prepaid card program management, coordination with sponsorship bank, access to open loop network.– Payment solutions for situations where traditional payment tools such as direct deposits or cheques are not feasible or practical.– Solutions being developed include e–Transfer, virtual and digital credit cards, and physical prepaid cards but the main component of this for prepaid cards.– Platform whereby agency can load and activate physical prepaid cards for immediate use by recipients.– Ability to load and disperse cards in real time to individuals at various sites.– Flexibility to issue single load or reloadable cards, including PIN and Chip technology.– Ability to offer segregated programs for separate use–cases, with the ability to expand to other segregated use–cases if required.(2) All questions must be submitted no later than February 27, 2026.(3) The contract period will be for five years.
