The government authority located in Newport News, Virginia is seeking a qualified vendor to provide pre-management and occupancy review services. The selected vendor will conduct on-site Pre-Management and Occupancy Reviews (PRE-MOR) for each development under the agency’s purview.

Responsibilities include performing all components of a PRE-MOR as specified by HUD, such as conducting financial management and procurement reviews, with the exception of monitoring corrective actions. Additional tasks involve reviewing agency or property-level compliance documents, processing rent and utility allowance (UA) adjustments, voucher processing, and policies and procedures related to special claims.

The service provider will also review Tenant Account Receivables (TAR) and provide guidance for processing retroactive recertifications. Vendors are required to submit all questions regarding the RFP by March 31, 2026.
