The State of Indiana is seeking a qualified vendor to establish a Power Platform Center of Excellence (CoE) focused on enhancing the state's digital capabilities through low-code and no-code solutions. This initiative encompasses both Salesforce core programs and Microsoft Power Platform or Dynamics 365, aiming to deliver cost-effective and user-friendly business solutions that drive cost savings, operational efficiencies, and improved constituent services.

The selected vendor will provide a suite of services, including the development of reusable components, documentation of solution patterns, the establishment and dissemination of best practices, technical consultation, troubleshooting, as well as support for licensing and procurement. Training programs, health assessments for organizational environments, project auditing, facilitation of inter-agency collaboration, and enterprise portfolio management are also integral to the CoE's function. The successful bidder will oversee platform security improvements and provide enterprise leadership in collaboration with existing Governance and Steering Committees for Salesforce and Power Platform.

Additionally, the vendor will be responsible for designing, implementing, and refining a scalable Microsoft Power Platform delivery framework. This framework should promote best practices, accelerate the deployment of solutions, and align with the state's digital transformation objectives. The engagement includes provisions for a low-barrier maintenance and support program across both Salesforce and Power Platform environments. The contract will span two years.
