DESCRIPTION

The City of Lubbock is soliciting proposals from qualified independent consultants to provide a consistent, secure, objective, job-related, valid, reliable, and professionally defensible assessment center process for Police Department promotional classifications, including Police Sergeant, Lieutenant, Captain, and Assistant Police Chief. The selected consultant will be responsible for job analysis, exercise development, assessor training, administration, scoring, and quality control. The contract term is one year with the option for four one-year extensions.

KEY REQUIREMENTS

Must have demonstrated expertise and/or comparable experience in the development and administration of public safety promotional assessment centers
Must be independent of the Police Department and the City
Must provide a detailed project schedule identifying all major milestones, deliverables, and anticipated completion dates
Must maintain insurance coverage as required by the City
Must provide a completed Insurance Certificate prior to contract approval
Must comply with Texas Local Government Code Chapter 143 and applicable Civil Service requirements
Must provide written verification that the company does not boycott Israel
Must provide written verification that the company does not boycott energy companies
Must certify that the firm and its principals are not suspended or debarred by a Federal agency
