The U.S. Department of Defense, through the Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT), is seeking to identify qualified firms for a potential Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) to support sustainment, restoration, modernization, and new construction projects in Poland and Romania. The contract will encompass a range of construction-related tasks, including design services, alterations, demolition, repair, and the execution of special or energy projects. Work may extend to waterfront, airfield, industrial, infrastructure, administrative, training, retail, dormitory, community support, and other facility types, with both vertical and horizontal construction represented.
Qualified firms are expected to demonstrate their capability in obtaining local permits and approvals, managing cross-border logistics, overseeing contract compliance with varying legal and regulatory systems, understanding local labor laws and subcontracting, and navigating Value Added Tax (VAT) exemption or reimbursement processes relevant to U.S. Government contracts in Europe. A detailed capability statement should reflect experience in these areas, along with summaries of recent projects of comparable scope in Eastern Europe, especially within Poland and Romania. Past performance information should also be provided, including references and explanations for any recent performance challenges encountered and how they were resolved.
