The desired solution must include an integrated CAD-AVL system capable of supporting both fixed-route and on-demand (Dial-A-Ride) services. The system should deliver robust GTFS capabilities—including fixed, flex, and real-time feeds—and include planning, scheduling, and rostering modules to enhance operational efficiency.

Key features should include database portals for driver, bus stop, and passenger information, as well as a feature-rich mobile application for trip planning and real-time passenger information. The system must offer real-time visibility of service vehicles, generate GTFS-realtime feeds for integration with third-party journey planning applications (such as Google Maps and regional trip planners), and enable real-time arrival data display at stops and stations. Interoperability with other local and regional transit agencies is essential to ensure seamless travel options for passengers.

The selected solution must be internally manageable by agency staff and support accurate data delivery to regional trip planners, helping position Oregon's service as a competitive and complementary choice alongside other transit providers. The initial contract period will be for one year.
