(1) Vendor needs to provide pharmaceutical industry cluster development strategic roadmap service.– The contractor will develop a comprehensive and actionable strategic roadmap to define a clear pathway for growth in the pharmaceutical sector in the state of Iowa. This roadmap is intended to drive increased capital investment, physical development, and job creation across the state. • Tasks:– Conduct an in–depth analysis of Iowa’s pharmaceutical ecosystem.– Perform a comprehensive analysis of barriers to pharmaceutical sector growth– Conduct market research to identify high–growth subsegments within the pharmaceutical and life sciences sector– Develop a targeted strategy for attracting pharmaceutical employers• Actionable roadmap that includes:– Recommendations for infrastructure and facility development– Workforce training and development programs– Business attraction and retention initiatives– Policy and regulatory changes to support growth– Metrics for tracking progress and measuring success– A phased implementation plan, milestones, and associated costs (2) All the questions must be submitted no later than January 9, 2026.
