An Ontario agency is seeking a commercially available, secure Software-as-a-Service (SaaS) solution to automate and manage personnel security screening processes for a three-year period. The application must streamline internal workflows and integrate efficiently with external partner organizations that participate in the security screening process.

The solution must provide two fully configured, cloud-based SaaS environments that are accessible from the internet and hosted on at least two geographically redundant servers. Essential system functions include support for comprehensive workflows, allowing a Security Coordinator to enter applicant data, electronic process verification, and automation of verification steps. The system must enable applicants to save incomplete entries and resume data input at a later time, while tracking and logging all user activities related to specific cases.

Additional requirements include robust error handling and identification of missing mandatory information, native integration with Microsoft Entra ID for Single-Sign On, secure internal communications, and intuitive dashboard functionality. The selected solution will underpin critical personnel security operations throughout the contract term.
