DESCRIPTION

The Pennsylvania Department of Education (PDE) is soliciting proposals for the Pennsylvania Alternate System of Assessment (PASA) to measure the learning of students with the most significant cognitive disabilities. The assessments must be aligned to PA Core Standards for ELA and Mathematics (grades 3-8 and 11) and PA Academic Standards in Science Technology & Engineering, Environmental Literacy & Sustainability (STEELS) for Science (grades 5, 8, and 11). The contract will be a Firm Fixed Price agreement running from the Effective Date through June 30, 2032.

KEY REQUIREMENTS

  • Must attend the mandatory SDB and VBE Goal Information Session
  • Must meet or exceed the 13% Small Diverse Business (SDB) participation goal or obtain a Good Faith Efforts waiver
  • Must meet or exceed the 3% Veteran Business Enterprise (VBE) participation goal or obtain a Good Faith Efforts waiver
  • Must demonstrate financial capability to assure good faith performance of the contract
  • Technical submittal score must be greater than or equal to 75% of available technical points to be eligible for Best and Final Offers
  • Must be registered in the Commonwealth of Pennsylvania’s Vendor Master file prior to contract execution
  • Must perform the largest percentage of work as compared to subcontractors and suppliers
