A government authority in Newnan, Georgia, is seeking a consultant to provide a comprehensive study focusing on pedestrian safety, walkability, and multimodal transportation. The scope of work includes evaluating current pedestrian, bicycle, vehicular, and transit conditions within a downtown setting, emphasizing the improvement of safety and walkability.

Key assessment areas include sidewalk width, continuity, condition, ADA compliance, crosswalk locations and features, intersection design and pedestrian conflict points, traffic volumes and circulation, transit connections, as well as streetscape and wayfinding elements. The consultant will also identify high-risk locations and barriers to pedestrian access.

The project requires the collection and analysis of both quantitative and qualitative data—such as crash and safety statistics, traffic and speed counts, pedestrian and bicycle usage, land use patterns, and demographic/equity considerations. Review of existing plans and city policies is also included. Based on findings, the consultant will develop clear and prioritized recommendations for short-, medium-, and long-term pedestrian safety improvements, including downtown-appropriate design solutions and traffic calming strategies.

Best-fit vendors:

• Urban planning or transportation consulting firm with proven expertise in multimodal studies

• Experience conducting pedestrian, bicycle, and safety assessments in downtown or urban settings

• Familiarity with ADA compliance and streetscape design

• Strong analytical capabilities in quantitative and qualitative data assessment

• Previous work with municipal or government agencies in Georgia or the Southeast region
