The State of Delaware is seeking a vendor to implement and modernize its payroll, human capital management (HCM), and financial management systems. Workday has been selected as the cloud-based application platform to replace the state’s existing PeopleSoft PHCM, FMS, and related ancillary systems. The successful vendor will be responsible for managing all aspects of the system upgrade, including deploying Workday services and any required third-party software.
The modernization effort encompasses a range of functions, including payroll, human resources, classification and compensation, and employee service records management. Additional components include the management of position classification systems, recruitment and onboarding, offboarding, learning management, electronic content management for HR, employee and labor relations, and performance management. The scope covers establishing and maintaining policies and procedures, particularly for the executive branch, which serves as a model for other branches of government.
Vendors with proven experience in deploying enterprise-level Workday solutions and transitioning complex legacy systems are encouraged to participate in this initiative.
