The City of New York seeks a vendor to provide a comprehensive Pavement Management System (PMS). This project involves the collection of pavement data through field surveys and video inventory of streets situated within the public right-of-way. The system will be used to support pavement project programming and informed decision-making through advanced analytical software that facilitates data-driven planning, prioritization, and future maintenance activities.
Key requirements include the integration and capability to import the City’s existing paving history, analysis of collected pavement and asset data, provision of condition ratings and performance scores reflecting overall network conditions and anticipated service levels, and the ability to present findings in a geospatial, map-based format. The system must enable City staff to manipulate, compile, and export data for additional analysis and reporting as needed. A pre-proposal meeting is scheduled for April 27, 2026, and questions are due by May 14, 2026.
Best-fit vendors:
• Proven expertise in pavement management systems and data collection
• Experience working with municipal clients on geospatial and asset management projects
• Familiarity with integration of legacy pavement data into new platforms
• Capacity to conduct large-scale field surveys and video inventories
• Strong data analytics and GIS software development capabilities
