The government authority in Salem, New Hampshire is seeking a vendor to provide comprehensive pavement management services. The selected firm will offer consulting and engineering expertise to support the management of the agency's road program, covering approximately 180 miles. Key responsibilities include obtaining updated Pavement Condition Index (PCI) scores for all roadways, creating a detailed database to track PCI scores and repair histories, and recommending road treatments and funding strategies.
Data collection will focus on surface conditions and distress information for asphalt roadways, which must be translated into PCI values and linked to unique asset IDs for each street segment. Additionally, the vendor must provide a software solution that seamlessly integrates with ArcGIS Online and VueWorks platforms. This solution should autonomously degrade PCI values over time, retain treatment history, generate pavement deterioration curves, and support visual analytics for treatment candidates, data layering, and integration of other agency GIS data. The software should also enable development of annual recommendations, project PCI values based on budgets, estimate repair backlogs, and provide unit cost adjustment features to facilitate segment-level cost estimations and budgeting. The contract period is for three years.
Best-fit vendors:
• Experience in pavement management consulting and engineering
• Proven ability to collect, analyze, and database PCI information for large roadway networks
• Expertise in software solutions integrating with ArcGIS Online and VueWorks
• Track record of providing data-driven road treatment and funding recommendations
• Familiarity with municipal or government transportation infrastructure projects
