(1) Vendor needs to provide patient registry, establishment licensing, and inspection management software.– Provide an explanation of its use of artificial intelligence, both in its proposed solution and the development lifecycle of the proposed solution. Must have the ability to manipulate data, run reports as needed, pull code tables, access raw data, and develop dashboards as needed through Microsoft Power BI, ESRI, Tableau, and associated platforms. Medical cannabis requires a fully functional and operational web-based patient registration portal and issuance system, establishment licensing portal and issuance system, and an inspection tracking system that directly aligns with state and federal guidelines to collect patient and establishment application materials and issue registrations and certifications. The patient registry system must provide the capability to create digital medical cannabis patient and caregiver cards that include validation features for medical cannabis dispensaries and law enforcement officers. Provide the ability to produce and consume CSV and XML files, provide and utilize secure web services, and provide role-based control over user permissions. The requested system should have the capability of tracking and organizing completed inspections reports and follow up communications to establishments. Ensure data integrity and quality, including support for real-time validation, deduplication, cross-system matching, and correction workflows. Provide access securely via Windows desktop, laptop, or tablet each running the current version of their appropriate operating systems. Provide the ability to track all aspects of facility inspections from scheduling to final reporting. (2) All the questions must be submitted no later than February 23, 2026. (3) The contract period will be for five years. (4) Letter of Intent must be submitted no later than February 02, 2026.
