Vendor needs to provide parking supply strategy service. The parking allocation study will serve as the second phase of the broader downtown land management and parking strategy. Analyze parking activity across all municipal lots and structures, including peak periods, turnover, duration of stay, and user types. A comprehensive parking allocation study that outlines clear recommendations, implementation strategies, and supporting analysis. This phase will build on the findings of the land management plan and will identify future parking needs, optimal parking distribution, and opportunities to align parking supply with land use planning, redevelopment, and transportation objectives. Identify opportunities to leverage publicly accessible private parking to supplement the municipal supply. Include visualizations, data graphics, site maps, and other materials that support the findings. Identify underutilized assets and opportunities for consolidation or operational improvements. Review and assess current municipal parking permit utilization. Smart parking and technology solutions. All the questions must be submitted no later than February 24, 2026.
