(1) Vendor needs to provide parking permit management system• Basic system features– Update, activate, and deactivated permits in real time– Customize permits by type and user group– Provide payment gateway for processing bank cards– Process payments and refunds for permits– Provide an Opt–In auto pay feature– Process payments for multiple permits in one transaction– PCI–DSS Attestation of Compliance (AOC)– Meets PCI Level 1 requirements certified by a Qualified Security Assessor (QSA)– Accept eligibility documents electronically– Assign access rights of certain features based on user ID– Support both physical and virtual parking permits tied to a license plate– Generate renewal and cancellation notices by mail and/or email– Generate acceptance or denial of permit application notices to be sent by mail and/or email– An account receivables function capable of producing invoices and aging reports– Generate a unique permit number– Add and remove permit types Customer Portal– The Contractor shall provide a customer–friendly portal to provide access to parking permit applications, renewals, and payment.– Hosted by the Contractor and fully integrated with the third–party systems in real time– Available 24 hours per day, 7 days per week– Accessible on multiple browser platforms, including MS Edge, Google Chrome, Safari, and Firefox– PCI–compliant for online payment acceptance (2) All the questions must be submitted no later than January 2, 2026. (3) The contract period will be for one year.
