It should feature a secure payment gateway for processing bank card transactions, support payment and refund processing, an opt-in auto-pay function, and facilitate consolidated payments for multiple permits in one transaction. The solution must comply with PCI–DSS Level 1 requirements, including attestation of compliance by a qualified security assessor.

Other required features include electronic acceptance of eligibility documents, user-specific access rights, and support for both physical and virtual permits associated with license plates. The system should generate notifications for renewals, cancellations, and application statuses via mail and/or email, and offer an accounts receivable module capable of producing invoices and aging reports. A unique permit number must be generated for each permit, and permit types should be easily added or removed as needed.

A customer-friendly portal is essential, providing seamless access to parking permit applications, renewals, and payment processing. The portal should be hosted by the vendor, seamlessly integrate with third-party systems in real time, operate 24/7, and be accessible across multiple major browsers. Security for online payments is paramount, requiring full PCI compliance. The contract for this service will be for a period of one year.
