(1) Vendor needs to provide parking management system and license plate recognition service.– Agency is seeking a modern and efficient parking management system that supports effective campus operations, enhances the user experience for students, staff, and visitors, and supports sound financial and administrative practices– LPR was previously tendered through a separate bid process, Sheridan is including both components in this procurement to allow Sheridan to review current market offerings and new recent technological advancements, support system compatibility and integration, and maintain flexibility in selecting one or more solutions that best meet institutional needs.– Agency is looking into permit solutions (example department guest parking, event parking, campus tours vehicle registration, multi–use passes), e–ticketing, system–based communications with parkers, administrative controls (example permit or account suspension), and user categorization like full time employee, part–time employee.– Functional Requirements: • Improving enforcement accuracy and consistency, reducing missed violations, and supporting compliance, and reliable permit and citation revenue. • Reducing reliance on manual processes through automation (e.g., reconciliation, list management, visitor pass processing, validations, and reporting). • Supporting efficient workflows, centralized data, automated enforcement, and the reduced reliance on workarounds, manual entry, and error correction, resulting in improved operational capacity and service levels. • Reduce reliance on physical permits, temporary passes, manual citations, and printed materials. Fewer hardware replacements and lower maintenance costs due to potentially consolidated systems and improved system reliability. • Enhance customer experience through improved permit purchasing, fewer enforcement errors, and more transparent communication. Better reporting supports data–driven decision–making. Modern LPR improves safety, provides more accurate occupancy data, and supports long–term planning across three campuses. • Supporting the needs of a multi–campus environment including different campus user groups, permit types, enforcement workflows, reporting requirements and system integrations. (2) All the questions must be submitted no later than February 17, 2026 (3) The contract period will be for five years.
