Segment 1 calls for a turnkey mobile parking payment application for short-stay visitor and daily parking, usable across non-gated and applicable gated visitor lots. The solution must support iOS, Android, and web platforms with both English and French interfaces, guest checkout options, and the ability to provide receipts via email or SMS. Payment methods should include credit, debit, Apple Pay, Google Pay, and, where relevant, campus cards. Integration with enforcement tools, permit systems, and license plate recognition (LPR) systems in real time or via data exchange is also required.

Segment 2 focuses on permit management software with LPR. The chosen provider must offer an integrated platform for permit management, enforcement tools, citation and appeal handling, and LPR for both enforcement and monitoring virtual gate access. The platform should integrate with mobile pay, campus finance, campus card, and other related systems, and provide comprehensive analytics and reporting tools for monitoring occupancy, turnover, permit usage, and more.
