Summary:
Maryland seeks a vendor to provide a new, fully integrated parking access and revenue control system with remote management and license plate recognition.
(1) Vendor needs to provide parking access and revenue control system. – The new system will replace the existing Parking Access and Revenue Control System. – The system has ticket issuing mag–stripe readers, entry and exit terminals with pads for cards. – The new system must include all the hardware and software needed to provide a complete and fully operational Parking Access and Revenue Control System (PARCS). – The proposed PARCS must also be readily upgradable, scalable, and modular in design to accommodate additional equipment, features and functionalities, including the ability to interface with additional third–party applications. – The PARCS shall offer integrated License Plate Recognition (LPR) capture and mobile LPR, data storage and a fee calculator. – Contractor must host the system and provide all needed infrastructure, servers, equipment, communication network, and other elements, at the Contractor’s site and parking garages. – The PARCS system shall be remotely managed using fiber optics, Ethernet, or other communication system(s) that are acceptable to the agency. – The system shall allow County designated staff to remotely access (via internet) all functions and data of the PARCS. – The PARCS software shall be user–friendly and dashboard based. The system shall be designed to provide standard and custom dashboards for appropriate use and data manipulation across new as well as existing platforms (2) All the questions must be submitted no later than November 21, 2025. (3) An optional pre–bid meeting will be held on November 19, 2025.
